Will software work in this scenario?

my home network looks like that:

Internet cable is coming to home and it's plugged to router WHR G-125 Airstation. All communication is going through that machine.

Two of home pc running on Win XP are connecting to router wireless and one running on Ubuntu is connected by wire.

Is it possible to limit one of pc ( lets say P1 ) running on Win XP to certain speed without installing your software on that machine.
